The Mission of the Village of Goshen Police Department is to serve with honor, the law enforcement needs of the Village of Goshen, guided by the principles of knowledge, courage and integrity and to protect the inherent right of the people to live their lives in freedom and safety.
All members of the Village of Goshen Police Department will strive to achieve a level of excellence and professionalism exemplary for all law enforcement. Members will always present themselves in full and proper uniform and with a professional demeanor.
Each member will always strive for continued growth, both personally and professionally. All members will rise to the best of their ability each day…no exceptions, no excuses. Our long-standing tradition, which began in 1877, allows us to serve the Village of Goshen community with exceptional professionalism, striving to enhance the quality of life for our residents through dedicated service and community involvement.

Ryan W. Rich
Ryan W. Rich, has dedicated his career to public safety, joining the Village of Goshen Police Department in 2007. His extensive experience includes service with the New York City Police Department beginning in 2002 and then he transferred to the Town of Chester Police Department in 2006. After six years on patrol with the Village of Goshen Police Department, he was elevated to the role of Detective in 2013, where he excelled until his promotion to Sergeant in 2016. In recognition of his leadership and commitment, he ascended to the position of Chief of Police in 2024. Chief Rich is committed to upholding the esteemed traditions of the Village of Goshen while also advancing the necessary reforms in law enforcement.

FOIL Request
To request a Police Report, a Freedom of Information Law or FOIL request must be completed and submitted to the Village Clerk: 276 Main Street, Goshen NY 10924
Or submit via email the Village Clerk, click here.
FOIL requests will receive a response within 5 business days.
Any FOILs where reports or documents are printed are charged $0.25 per page. A representative from Village Hall will reach out to the requestor with the total amount due that is to be paid at the time of picking up the information. Please note that only cash, certified checks or money orders are accepted as forms of payment.
Vacant House Form
Vacant House Form is for residents of the Village of Goshen NY to submit to the Village of Goshen Police Department to inform that their home will be unoccupied for a period of time.
It is usually used when residents go on vacation, business trips, or any other reason for leaving their home vacant. This is a free service offered by the Village of Goshen Police Department to check the residence to make sure it is secure from the resident’s departure until they arrive home.
